One should get this quest after entering the mine in the quest Search and Rescue from Edrasa Drelas.

Orona obviously wants to make profit form the cuttle, although the Kwama belong to Boril Drelas. One gets this hint from the miner Valds and Orona can be convinced, that the player gives the cuttle to Boril.
